Architect Archive

I was going through Correllia when i saw a garden with a rebel mission terminal on it. Does anyone know how to do this, i mean is it something the architect has to do or do rebels have to buy the terminal and the mayor place it on the garden? Any help would be great.

Eh we only make the gardens. Then the mayor drops the Terminal wherever he wants ( Mayor purchases the terminal out of the blue air )
