Thread: I am a 2-4-1-3 Architect...can I make a city hall?

I am trying to level to Master as quickly as possible to make a hall for our new city. Do I need to, or is 2-4-1-3 good enough to make a hall, assuming I have the resources?

I think you only need tier 4 in construction to build a city hall.
