What is the highest possible BER that can be achieved when making a Solar Power Generator? Please help me?

Theres plenty of discussion on this lately, even the FAQ has a bit on it. its 8 which is silly when the wind generators can get to 9

But a BER 8 solar generator can get you more power since wind seems to have a soft cap of around 60%. So a BER8 solar on a 70% concentration will get you more then a BER9 on a 60% concentration
