Must you have a town before you can place a deed for a bank or any of the city items such as fountains? I don't need the functionality of the bank, I would just like to place the structure. Or any of the city buildings for that matter.

Yes you need a town to place the city items.

This is more of a Politician Profession question. Quick answer NO.

Only a Politician/mayor that meets the appropriate Politician Skill level can placecity items such as a bank, streetlamps and fountains. There are many others, Medical Center, Clonning facility, Theatre and gardens. *Some, although a politician/mayor has reached the appropriate skill to place ALSO NEEDS a different Master Profession toplace -> such as the Medical Center.
