Ok.. Apparently the info in this thread is not Detailed enough for the devs to track down what is causing this.. Bug.. So lets work on reworking the information...
Over View.. If you go to the Currator he askes you if you wish to help pick the next subject painting and tells you to go to three artists and speak with them. Then you come back and vote for an artist.. The artist with the most votes will have their painting on display on the out side wall and have a schematic available for sale. This is a 30 daycycle. 15 days to vote and 15 days to display the painting.. Now the Painting is suppose to be available for at least the latter 15 days that the painting is being shown. ( if not also during the next cycles voting stage ) However not all servers are able to obtain schematics of the painting for the whole 15 day showing phase..
so repost your server what is going on ( even if it is working as intended )

This is what I know:
* It's a 30 day cycle, and you can obtain the current painting during this entire cycle. During the last 15 days, you can also vote for a new painting.
* When you want to vote, the curator lists 3 names. From what I understand, the artists will not talk with you if you didn't ask the curator aboutwhere to find them.
* You can vote for an artist, only after you succesfully spoke with him/her. And the curator will only list the name(s) you can actually vote on, from the artist(s) whom you have spoken with.
Example:
You enter the museum on the 17th day of the current cycle. The curator asks if you can help him, and he gives out 3 names for you to check out: Vanvi Hotne, Klepa Laeel and Kahfr Oladi. Well, I know Kahfr makes the Mon Cal Eye Painting, so I only ask his location, which is near the bank in Mos Eisley. I get his location, and go to Mos Eisley. At this point, the other 2 won't talk with me, cause I officially don't have their location. Kahfr talks to me about his painting, and I return to the curator. He knows I spoke with at least one of the artists, so he asks me if I want to vote. He then gives only 1 option to vote on, which is Kahfr Oladi, since this is the only person I spoke with. I cast my vote and the quest is done.
However, I am wonderingif youonly talk with one person, and not with all three, if that vote is actually counted? Cause I believe that when a server is bugged, it means no painting has won, which in turn either means thateach painting received an equal amount of votes, or that no votes were actually counted. So I think something is wrong with the way some votes are counted.

How many Days Can you buy the painting: Zero. Absolute maximum period of time for which the painting could be available is 12 hours.
Does Painting Show up on wall outside the curator's Offic: No. I expect it does show up for the short period the painting is available, but this is just speculation. I personally have not seen a painting in the museum for about the last seven months.
Your summary is almost entirely correct, however the painting should not be shown on the "outside wall", it should be shown on the "wall outside the curator's office". Attempt at bad ascii map:
1 is the entrance to the museum.
2 is the door to the curator's office
C is the location of the curator
P is the location where the painting should be displayed.

This is true of Sunrunner Dvnce, seemed about a week, it definately wasnt there before voting began on the next set as he told me it wold be anothe rday before they started looking for a new artist to feature. The paintning wasnt on the wall and he wouldnt sell me a schematic.

i visited all three artists and successfully talked to all of them, i was given an option of which one of the three to vote for by the currator and voted. twelve people i know all did the complete quest and voted for the same person, none of these people were able to get the painting.
the last painting i was able to get was the blue leaf temple which was 3 - 6 months ago, every time the painting quest is available i complete it and am unable to get anything.

chimaera prolly had the new round of paintings a couple hours yesterday. its gone now though, same reason as infinity and anyone else. /markinfinitybugpost /copy /paste. there...

I'm gonna go ahead and toss Farstar's name in the hat for this not working. Now I've only tried this just today, but the curator is telling me that they are currently picking an artist, but does NOT give me the option to vote or do the quest and does NOT give me the option to buy a painting schematic. Keep us updated.

GORATH is bugged still as of 2 days ago. No painting on wall in the museum, and can't buy any schematics from the NPC.

Let me clear Infinity. I'm one of few lucky persons that is able to get last 2 schematic.
Paintings appear on wall and able to be sold, but in a few hours, they are gone. I bought both of them in 'monday' . Basically painting sales ends in a few hours or a restart time. I'm not sure of reason about this.

Last night, Shadowfire had this issue. He said voting would begin in a week, but no painting was hanging on the wall. Has this been looked at?

As of 10pm last night, Shadowfire still didn't have a new painting hanging in the museum. Was late and didn't feel like walking the extra 10 steps to slap the curator...
