It's possible that your mayor has the exotic gardens skill, and placed them through that.

Dathomir Gardens fall under Exotic Garden types...which can be placed on any planet, as long as the mayor has the skill to do so.

Pricing entry from the FAQ is belo. Specifically note the link in bold, there are some examples of prices people charge for gardens in that thread.

Q-5.3: What should I charge for a building/harvester/piece of furniture??

A-5.3: Short answer: Specific prices that you choose are going to be very server dependent. No price is too high if your customers will gladly pay it and no price is too low if you make a good enough profit.

Here is a thread with some example prices from various architects, note that this information is dated and does not represent every server so your mileage may vary:

http://forums.station.sony.com/swg/board/message?board.id=architect&message.id=67514

Copy/paste from ZenDragonMLS -

"Find the vendors for many of the Master Architects on your server. Go visit them. Copy down the prices. Talk with miners and ask them where they get their harvesters and how much they pay. Check the Bazaar for furniture prices. Check the Trade Forum for your server.

Then sit down and figure out what kind of business *you* want to run. If you want to be a low-cost / high-volume guy, then figure out how you can keep your operating costs as low as possible and yet pump out lots of stuff (high-volume means you will need extra lots and/or people to mine for you). If you want to focus on furniture, then you need to make sure that your vendor always has a large selection on it and you need to advertise a lot. If you want to only service miners by making high-end heavy harvesters, then figure out the economics of *their* business and charge for your harvesters based on their payback (e.g., selling someone a money-making machine that never decays for an amount that they can earn back in 2-4 days is not a recipe for long-term success.)

You get the idea: price is only *one* aspect of your whole business model. Think through how you want to play and pick your prices to fit that model. Whatever you do, don't take some "rule of thumb" like "charge X credits per unit of resources that it takes you to build it" and call it a "business model". Take more control over your business than that."

From the Guide to Player Cities stickied in the "Read Me" thread:

Gardens, requires varying Politician skills:

Each planet has unique garden options open to them, using the same planet-specific deeds as any other civic structure (View Player City Gardens). Small and Medium Gardens require the Mayor to have Politician City Customization III.Large and Exotic Gardens require the Mayor to have Politician City Customization IV.

Gardens are civic structures and take no lots. Small Gardens cost the city 10k per week in maintenance,Medium Gardens cost the city 20k per week in maintenance, and Large Gardens cost the city 30k per week in maintenance. Gardens may be redeeded by the Mayor using the "Destroy Structure" option on the Structure Terminal.

why are gardens so damn hard to palce, the space/footprint (like most placeable structures) is a mess. I think the space requirements of structures needs to be on out fix list (well it might as well be, they will never get fixed)

We have a "parkland" area in the center of our city and I have an Endor garden..the large one I think? that has the Ewok huts and it is soooo pretty. Looks lovely at night and next to that I have a small naboo one with the circular wall. Also a little further out I have the Naboo gazeebo and threw in some fountains, streelights and Gungan head statues for a great effect. Looks like the wilds in our city.

I really think the gardens can make the city. Also, our city has an Imp Prison, Bed'n Breakfast, museum, hunting lodge, cantina and a cantina being used as a "kitchen, restuarant. I have had a blast making our city a tourism spot.

The footprints aren't really out of scale for the size of the gardens. Smalls are 3x3, Mediums are 5x5 and Large ones are 7x7. They don't leave a ton of "dead" space like some of the other structures do.

I do wish there were more uniform terrain requirements for structures though. If something's going to get buried beneath the terrain, I'd rather it just not allow me to place it there or have it use the highest point rather than the lowest point.
