Tailors make them, they're components.

Just bring a sample of the materials needed (steel, polymer and fiberplast I think, not positive) to a tailor and ask them to make you a factory schematic, then make what you need using bought factory schematics.

I believe the ability to make new instruments is part of the musician branch in entertainer. The misleading part is that sometimes you get the ability to play the instrument before you have the ability to make it. You can probably find on the bazaar or a vendor somewhere. In order to make one yourself, I believe you need some artisan skill. Open up your generic crafting kit and look to see if you have a category for instruments (I think it is under the Misc. tab).

You always get the ability to play the insurment before you can make it.Your next block will allow you to craft the insturment you could priviously only play. And will also give you the ability to play a new insturment you currently can not craft until your next box.

If you are going to start crafting your own instruments you will want a Weapon, Droid, and General Item crafting tool asthe Gneric Crafting tool (Spend the cash to get one with a rating of at least 0 as I have found the ratign seems to reduce the critical failure rate)cannnot make the more advanced instruments. To be able to make all the instruments you will need to reach Musician 4/0/0/0, since instrument quality does not have any effect you should buy the cheapest batches of the following resources you can find (I would not pay more than 1 credit per resource unit): Aluminium, Steel, and Soft Wood (these three resource types will let you make all the instruments)

If you do not want to make your own you can usually find them on the bazzar (although you may need to do a galaxy wide search) under Misc -> Instruments.

Also, speaking of instruments....

To get maximum experience points in Musician, always play the highest level song you can play,

OR

play any song and use the highest level instrument you can use.

This lets you group with newbies playing starwars1, and use your highest instrument, and not get penalized for playing with new folks.

Conversely, it also lets you group with people who can play the highest song you have, and play any instrument you want to "fill out" the band's sound.

I, for one, am a big fan of using the Slitherhorn in high-level groups. People tend to cast that thing away after the first few boxes, but it really adds to the sound of the song with higher-level songs. So, don't forget to hang onto yours, if you like

I always found that very, very strange....wouldn't it kinda make more sense to learn to build the instrument, THEN how to use it?

I'm sure the firstperson to make a harmonica didn't learn how to use it first, THEN figured out how to build it.... He/she must have built a crude version, and then figured out how to play it.

On the other hand, it lets veteran Musicians make instruments for the up-and-coming Musicians. Probably an economy thing.

I just always found it odd.

A very good economy thing. I make a decent living just selling instruments on Gorath. Check out the Coronet bazaar, or my vendors in the Nexus cantina and the Nexus Target store.

True, but it makes sense in one shape. It gives the higher level musicians the ability to sell insturments. So I guess that was the driving force of this.

You should ask on your server forum about rebel guilds.

Barlwer.... Not familiar with that term.

As for a rebel PA, you should post your interest on your galaxy board, you would probably get more responses there.
