Typically what happens with the cross-server lot swaps is that the harvesters are placed down and then never moved. A good solution might be that has harvesters are used they steadily degrade until they are no longer usable. The only way to reverse this process would be to redeed the harvester. And since redeeding can only be done by the owner...
I think that, in general, this would also reduce the number of harvesters that are floating around and this bring some repeat harvester business back to the architects.

Not everyone with a static harvester is a cross-server lot trader. There are many who place harvester near their home etc for one reason or another.

This is not a bad idea, far better than being FORCED to redeed every week. But its something you'd want to add some additional clauses on. The harvestor will slowly lose BER everyx days. The BER would be lost after 10 days, and the rest would drop 1 point every 5 days after that. Once the BER reaches 0 the harvestor is disabled and can only be destroyed (not redeeded). Now as the harvestor loses BER the owner can take one of several steps to restore this setting. They can redeed it, they can assign a repair droid, flip some internal switch, or they can apply an architect made structure repair tool. But only the owner could do that. Admins would still be able to adjust the harvested material and the hopper.
This way, rented lots can be used for a while at good or near good levels and the owner only has to visit the harvestor every other week and doesn't have to do too much to reset it. Minimal amount of hinderance on the rentee and the renter while making cross server trades more of a bother to do.
Rather than unleash the nerf bat and smack everyone the trick is to simply make cross server discouraging to do.
Other ways to do it?
Make it so starting characters only have 1 lot to begin with then get 2 more after 24 hours of play, then 2 more after 48 hours of play. then the remaining 5 when they reach a certain amount of credits or xp.
Give crafting professions more lots depending on their level. Novice 2nd tier crafting proff gets 5 additional lots, master gets 10. So true master crafters (2 2nd tier masters) would get an additional 30 lots.
Bring back the mining profession, with lot bonuses per levels
Make harvestors a seperate lot type. HL (harvestor lots) with certain types of harvestors taking different amounts of lots, like houses.
Allow for purchasing or donating of other players lots. Good example of this is for guild leaders who give up their lots for a guild hall, other players could donate 1 lot each to the leader to make up the difference. Obviously something would need to be in place to prevent abuse.
