Yes architect experimentation = structure experimentation.
It is used in experimentation on harvesters right now. Other things like factories and furniture and houses appear to do experimentation but it has no effects.

Since it is an architect schematic item you should use the structure and furniture item.
I'm not sure why they use artisan experimentation, could be a bug or they could have a reason for doing it that way.

Does that mean paying 4.4 million credits for +20 Structure Experimentation was a waste ?

You can make larger hoppers on your harvesters. Or you could potentially recover from a failure or less than great success during experimentation. Or it might help you to use slightly lower quality materials and squeak by with max BER (not sure on this one). I think one of the biggest benefits of +20 in tapes is for someone who is a dabbler and has say 4-4-x-x, that tape would get them up to 9-10 experiment points without having master.
And it is possible that we'll get the ability to experiment on other stuff in the future.
I purposefully am not counting experimentation on candles or lamps as a benefit.
