Well, no insult intended, but when I see someone walking down the street with "Master Urban Planner" above his head, I'll be going "better him than me, poor sucker."

It's going to take a PA to make a city, and most PAs will all sponsor their own Urban Planners, so it's not like there's going to be a lot of demand for their services.

Can't find the reference, but the Dev's have spoken about elite-elite professions not requiring skill points, or requiring a different set of skill points. XP yes, sp no.
