You personaly have 10 lots and each harvester/gennerator takes 1 lot. People who have more harvesters under there name are usung an alts/someone else lots to place harvesters and give themselves admin.

If you are in a guild and its best to borrow lots from guildies for placing harvestors or if you are a jedi padawan then you get another character with 10 lots to play with
