If someone wants to burn good architect resources and good architect time, then they are welcome to do that. I honestly think that the SWG "decay" is very straightforward for structures - it is driven by the maintenance rate and nothing else. So if you don't pay your house maint or your harvester maint, they take "n" days to go "poof" - no matter what their other characteristics.
