Never hit a cap, and you can withdraw every penny.

Don't worry about it. Vendors only check maintenance once per hour, so it won't update the status until the next maintenance check.

Yeah.. it seems like my Vendors condition is like 65% but when I put in maint. it adds the maint. but does not repair vendor damage...

This seems to have changed recently. Not long ago, the cost to repair would climb, but theykept on working fine.
Today, I visited a vendor I hadn't been at for quite a while (a starship vendor with lots of inventory), and it had run out of maintenance. This one now says it is inactivated for lack of maintenance, and won't let me sell anything on it. This seems erratic, earlier in the session I had recycled its inventory from another planet so nothing would expire, and that worked fine.
While this seems to me to be desirable behaviour, I paid the maintainance and the problem did not go away. It last showed 30,000 (no comma of course) in reserves, and 11,000 or so cost to repair, and was still inactive. I seem to recall that behaviour before (It didn't fix itself right away), but that wasn't a problem when they still worked even though far in the hole. I hope that it will be ok tomorrow.
Since you can't put anything up for sale when it is inactive, the vendor will eventually poof for lack of merchandise, but that will take a month or so. I don't know what a customer sees if they look at an inactive vendor, but I did have some sales recently off the inactive one.
