I got my speaker from a quest given by a thief who stands just outside and behind a cantina in Bestine. Not the cantina in the center of town, but the one on the edge of town. The thief gave me an escort mission, and my escortee turned out to be an aggro NPC. I nonethless managed to lead him back to the thief (just by running away from the red dot and back toward the thief!), /converse quickly with the thief, and get my speaker reward.

I have heard that other NPCs give this quest too, but I've tried the thief three times with friends, and it's always worked.
