I had a similar idea of creating an outdoor restaurant on the roof of my pa. Set it up with plants, and tables and chairs. That way they can enjoy the sunset while they eat. Also, it would be cool if you were having a party to decorate the area up nicely as a place for guests to chat. Anyways, just my thoughts,

I asked this in the politician forum a while agoand you can drop fountains, braziers, statues, and lamps up on balconies. Well streetlamps at least but if they can the rest would obviously work as well. So I can have my idea of a duel pit by placing a few square braziers on either end...just no seating.

Now a simple solution would be to make some special new furniture as patio. Things that are decorations and only dropped by a mayor but look and act like seats. This way we can decorate at the expense of the city (leading to bribery). Maybe even let these furniture decorations cost like 1/4 of a decoration spot since they are so small. If the glassingbuildings in can't happen, just make the patios/roofs invisible from the outside.
