The best solution i have read so far was the increased redeeding cost for harvesters.
Add 10% or 20% to the redeed costs everytime, and at one point of time its not worth doing it anymore.
This will prevent them going poof and still get return sales.

This is perfect with one slight modification. No decay, the turrets and so forth will simply be damaged and destroyed in the GCW requiring repair or replacement! That would allow Archs to contribute to "the cause" of the GCW and give us recurring income.
