Because the failure rate is so low to begin with, you're going to need a HUGE amount of data to prove this theory.
I use my newbie Generic Crafting Tool (stats unknown) to craft all my Structural and Wall Modules. My failure rate is around 2% - only a little higher than the number you have reported for your 3 medium houses. What does your research say about this?
The Structure and Furniture Crafting Tools that I use are unexperimented and were both created with my newbie GCT. Failure rate is 2%.
My money is on critical failures being based on a d100 roll, with a 1 or 2 yielding a crit failure, and a 95+ yielding an amazing success.
