Houses work as containers, much as back packs. Once you transfer the container all items in the container belong to the new owner of the container.

All items/maintenance/power remain in the house/PA Hall/Factory/harvester when they are transferred.

You can be added as an admin after the transfer to gain access to all those items again. For harvesters it takes a while after the structure loads for the admin list to load. So you may need to retarget it a couple times to get the permissions on the target to load.

The person must be near the structure for the transfer to happen, basically the sturcture must be loaded for them and you.
