You do really need a master DE and they need to get all great/amazing success during experimentation.

Low quality DE parts made by a non master DE would actually reduce the quality of your station. The range in quality goes from -5 to +5. I've tried making DE parts as a novice DE and get a negative number. SO you'd be better of just not using them.
