ok, i have found and talked to the artists and returned to the museum guy. My questions is that I thought he sold paitning schems. I have no option to buy one.

Nope, not usually. The paintings sell for about two weeks or so, then there's some down-time where the curator says "we'll be looking for a new artist in about _____ (weeks or days)". During this time, he doesn't sell the schematics. I don't know why, but that's how it's been.
