Sorry - I have to jump on this because quite often someone comes in with a "I can't make BER13 harvesters but my OMUs are BER6 - must be a bug".
Experiment your OMUs (and other mining components) as high as you can (using good resources, obviously). DO NOT STOP when it says "BER6" - keep going. If you can't get your mining components into the 90+ % quality range, then you probably are going to have a very hard, if not impossible, task of hitting BER13.
Make the best quality you can do, then make a schematic for that OMU, and *mark the quality* on the schematic.
For example, my OMU schematic reads: "OMU +99% 0614". That way I *know* exactly what quality I have.

Yes it is possible. By doing the other things (research city, additional points, etc) you increase your chances of getting BER13 and having points left over for hopper size, so it's not required to just hit BER13.
I make almost all of my heavies in a factory, so I find it worthwhile to travel to a research city to make that first schematic, because I'll then use it for a large number of harvesters.

To clarify I was pointing out that a 10 point Architect can make BER 13s with the proper resources.
