The developers stated at one point that civic structures take sero lots, but still require pay mantenance and power.

The reason they take up no lots is obvious, no person owns a civic structure it belongs to the city, NOT the person that places it. If someone else is voted mayor it beocmes thiers.

Now personal structures ( like a player owned cantina ) is a totally different story.

But placing a bank does NOT make it your bank, it is owned by the city, and by the way, it is never YOUR city either.

Meplorium: it really depends on how much "dead space" is around the building. I paced it out, and the minimum space the building takes up if the spires are *not* part of it is 5x7, and the minimum space the building takes up if the spires *are* part of it is 8x7. I'm voting for 8x7, since that's the same size as a PA hall. No extra space around the building is consistent with a standard PA hall, which edges on each side of its space except the front. If there is extra space, I'd expect it to be 8x9-ish to add space on the sides of the building, but from the layout, I doubt that's the case--I think the hall just extends far in the forward direction to those spires. (Which, coincidentally, means that the center of the city hall structure's footprint is right around the entrance to the building.)
