You are mixing apples and oranges. The priority of one defect depends upon how many other "function points" it affects. In this case, an uncraftable component affected the build of 2...count em ...2 optional items.
Once you could get a supply of the needed component, could you build the medium and heavy harvesters? Yes. Therefore the build of the medium and large floral harvesters was not bugged. i.e. The developers did not have to change code/data to allow you to do the build of medium and large floral harvesters.
Was the un-craftable component a high priority issue? To answer that, lets answer a few other questions:
How many function points are prevented from being activated by this failure? I'll give a generous 50 function points....for crafting, selling, adding power, maintenance, graphics, power consumption, maintenance consumption, ect.
Could floral resources be harvested without medium and large floral harvesters? Yes. Floral resources can be harvested by hand and with small harvesters. A work around exists therefore this issue is not critical.
How does not correcting this problem affect the game as a whole? Food production is far below demand therefore food prices are higher.
Can this failure to create medium and floral harvesters be roleplayed in the Star Wars Universe? Yes. I refuse to spoon feed you this one. Use your imagination.
For those that complain about Star Wars and then complain that I have too much time on my hands when I show that things aren't as bad as they are making them out to be; I do software testing and analysis for a living, for more years than some here have been out of diapers....it took me all of 20 minutes to do my above posted analysis. Some of you guys can find plenty of time to complain about how bad things are when you don't have any concept of what bad is.
