It sounds like you are thinking that resources are set in stone. But the way resources work is like this:
On any given day, you can check your survey tools and you will get a list of particular resources. Each has a distinct name. And every planet has its own list. Some resources can be found on multiple planets, while others (usually the rarer breeds) are only found on a few.
Each resource remains in the world for roughly 9 to 10 days, and then it vanishes. As a resource gatherer, you need to stay on top of these changes, and adjust your harvestors accordingly.
It is not uncommon for some of the rare resources to go (literally) months without showing themselves. The Pholokite extrusive ore is a great example of this. But just keep checking and you may find it soon. I had to wait about 3 months myself, and then I found it up ONLY on Dathomir. I got enough during that week to last me forever.
The other option I can offer you is that you might try checking around Coronet and/or Theed for resource vendors. You may get lucky and find someone who has some of the ore you are looking for. Check the vendor lists in the area under Resources.

Its been a fairly regular visitor to Valcyn (I have over 400k of it myself stashed away from 3 separate spawns

For us on Valcyn, the rare one is Ionite - with only 2 spawns since release (but now I have 400k of that as well 
).
