Well, creating a system that makes it challenging to transport illegal goods, so that transporting them necessitated their "smuggling" is something that could be implemented. We've seen it implemented in a rather sad manner with the Imperial Crackdown. Great concept...implemented about as well as putting an RC car motor into an F350 body.

There are reprocussions of you being a Jedi.
There are none for us being Smugglers. We are criminals for christsakes.

You can go RP all you want. Knock yourself out. I think I'll just continue to pester the Devs until they give us what they promised to.
And if they botch it as much as they did with Slicing, then I'll find another game.
According to GM (wasnt it?) the coding has 'already been done'...if you can believe that. No, we're just waiting on the text(!)
I'm sure those type-writing monkeys can stop copying Shakespeare and do the text faster than the Devs.
Assuming of course they haven't lied and no coding OR text has been drawn up. But I trust the Devs not to have been so blantantly contrary.

If you're talking about what Jedi *should* be able to do, they are considered enemies of the Empire and are hunted. They aren't about upholding laws, they are *supposed* to be about staying out of sight.
There's a Galactic Civil War going on, which would normally mean lots of opportunities for illegal goods to make their way from place to place - for a price. Only Smugglers can:
1. Shoot a pistol over and over and by doing so learn how to "slice" weapons and armor to make it more effective. It's a darn good thing they shoot that pistol too, since they have to kill thousands of Nightsisters or fly around and shoot down a lot of Black Sun fighters to get the loot they need to "slice".
2. Shoot a pistol over and over to gain the combat experince that will show them how to make illegal drugs that enhance performance.
3. Smuggle Nope, can't do that.
There is no risk to *any* player for having illegal drugs or sliced equipment. There is no benefit for a Smuggler to be able to slice said equipment. As a Smuggler I can't carry a lightsaber around and whack things with it, but *anyone* can wear sliced armor or fight with sliced weapons.
There's also no "smuggling", unless I can find two groups that all RP, and I try and move cargo from one spot to another and risk getting attacked. The logistics alone are staggering.
A Jedi on the other hand *can* roleplay easily, and alone.
