I'm a sniper, nearing master rifleman, and i'm wondering which specials are best in PvE and which are best in PvP. I've got Mind Shot 2 and Head Shot 3, those are working well; but the descriptions of the other shots aren't that detailed. So anyways, which specials are best?

Concealshot is the best for PvE in my opinion. I'm not getting into PvP until I master rifleman so I don't know much about it.

PvE I leveled mostly with flushing shot 2. It's an area attack that stuns and has a good damage modifier. If you take on NPC's then you want to use FlurryShot2, it dizzies them. Makes it real easy to take out NPC's because they are usually changing postures on their own, then they start flopping like a fish. StrafeShot2 is the master skill, and its good for everything because it has the highest damage modifier of all of our shots. Hope that helps. Also, conceal shot is probably a very good PvE skill, I have limited experience with it, and only used it recently, and I've been a master for awhile now.

what skeletor said is correct but i would like to elaborate a bit.
strafe2 is useful for large amounts of creatures or weak singles. in PVP not a good idea since most players have boosted HA. use strafe2 only when facing large groups or have someone/something to draw fire for you. i like using strafe2 because i like seeing the large damage numbers.
headshot3 is good to take out one target really fast. the problem with using strafe2 or other area attacks agaisnt single targets and why it is slower is because of the random pool damage. in PVP it is prefered to lead off with a mindshot2 first so that if you do have to flee and train a bit or the TKM does catch you he will be drained of mind while your fighting off the dizzy giving you a good chance to survive. headshot3 is your best focused attack.
headshot2 is good when you dont have any sort of boost to your focus or willpower and replaces headshot3 in those cases.
concealshot shouldnt need any elaboration and neither should mindshot.
