I beg to differ.What you're looking foris a very high Terrain Negotiation skill. I was, at one point, Scout 4/0/4/0 and Master Combat Medic, for a total of +90 Terrain Negotiation. This resulted in a noticeable increase in my crawl speed, but you're still not looking at anything that could be considered bearable for normal movement, or for that matter sneaking closer tothat quenker that's slowly walking out of range.
Actually, it may be more correct to say that this resulted in a noticable decrease in crawl speed when I dropped Scout to climb the Rifleman tree. Oh, and no, Riflemen don't get Terrain Negotiation, so they don't move any faster on the ground than anyone else. There was previously a "Rifle Crawl Speed" skillwhich supposedly allowed you to move faster while crawling with a rifle, but the skill was subsequently removed. So.. if you want to crawl faster for some bizarre reason, you'd want to become a Ranger, Squad Leader,or CM/Scout.

I was Master Rifleman/Master Scout/Ranger 0 0 4 0 before my current build of Master Rifleman/Master Swordsman/Master Brawler. Prior to my dropping Ranger then Scout for Swordsman and Brawler, my crawl speed became noticably slower. So your experience may be that it came when you dropped Scout skills, but my experience was that while I was still a Ranger, there was a noticable change in my crawl speed. So I would still stand by my original statement.
