How can I tell by examining a T-21 that it is pre-nerf or not?

Look at the min range modifier. If it is +0 @ 0m, you have yourself a prenerf.

Also depends on what nerf you are talking about. According to a friend who played as a Rifleman longer than I have, T21 at one point did Blast damage.

they did blast for a few dayd but got changed


Also the spd should but dispoprotaintly high compared to the damage. For example a new T21 unstocked will be around 7.2 123-350 a prepatch with that damage would have 8.x spd


Pre-nerf T21s are great for masters but you are lowering your DPS if you are not
