Yep, but sadly noone but us have noticed it as a bug. Everyone assumes we are supposed to be this powerful and that turned us into a FoTM and brought about many nerf calls. Really sucks how 1 bug is going to ruin our profession huh.

when all the little ub3r el33t d00dz realize that their little bug is gone and they actually have to use some tactics, they'll run from the rifle profession like a kreetle froma magnifying glass!

Tactics? you mean other then sitting at 60m away spamming conceal shot? lol give me a break, this class involves no tactics what so ever in PvE.

Because PvE defines the game. In fact there is nothing to do but PvE once you hit master and you can no longer gain anymore rifle or combat xp; I mean what else would you do?
Oh, and I'd take a good (no longer stackable
) bleed and burstrun over concealshot anyday. It would be a much faster kill at least.
What the current theory, proposed by Selfyn first I think, is that we are supposed to give Melee enemies +X to hit, but we are in fact giving the -X to hit, when a rifle is equiped.
Example: Jim has a 75% chance to hit me, unarmed vs unarmed. I pull my rifle out, he should jump to 90%, but he is instead dropping to 60%.
The numbers are made up but the idea is what's important.

That's what my testing seemed to show. It also seems to work the same with a flamer, so you will get hit a lot less using a flamer than you will with a launcher pistol.
I'm not sure I was the first to find it, but I did post about it a lot. I also passed this information onto TH since I would rather see a bug fixed than my profession nerfed, but who knows what will be done by the Devs.

If its anything like Pikeman block, it probably is broke. From what I recall from my Pikeman days you will see that you counterattacked in your logs, not blocked - but the enemy will see the block message. Also block doesn't block all the attack, just a %age.
I think thats how it went anyway.
