At master rifleman the speed cap goes down to 1, and with the +20 to speed it's a reachable cap unless you have a 7 speed rifle. And a speed slice or mastering marksman (another +5 to rifle speed) makes it reachable again.

There are specials that multiply your weapon time (which is for the 'normal' autoshots) by as much as 3, for riflemen.

A weapon with speed 1 will do one of those attacks every 3 seconds.

A weapon with .5 speed would still be 'capped' at 1 second, but would be good for those max delay shots every 1.5 seconds.

The 'cap' is an overall final figure. You take weapon speed, any extra multiplier for a special, and your speed, figure it all out, then apply the cap. If calculated speed is over the cap, it's used. If it's under, the cap is used.

So, if they make the cap 3 seconds, a speed .5 weapon will fire every 3 seconds, they don't need to 'adjust' the weapon speed itself.

We don't know, of course, what speeds NEW weapons will be designed with, though.
