Well as it suggests, anyone know any good places to loot a t21 is, chim server still dosnt have them.

I found one in the Spice Mines on Rori. They are in the sealed containers so you'll need a Smuggler friend to open them if you can't do it yourself. Stats weren't very good on them.

You can also loot them from high level MOBs. Though this is very hit and miss. Good luck finding one.
