No. You just won't shoot fast enough, the last +20 speed at master is what makes rifleman great. And strafe 2, also n master box.

oops got another question didnt wanna make another post, how is the accuracy while running if someone is chasing you up close?

accuracy is ok, I don't know about at just sniper4 though. When I had it we didn't have the big numbers like we do now. As for dabbling, I would say no, just sniper shot alone wouldn't justify the points and time. You would have to get 1,200,000 rifle xp(not including novice), I think,(I'm not ingame so I may be a little off) to finish the sniper tree. Unless you temporarily put points into rifle speed that will take a long time because you won't have any of the good shots and you will be slow.
