A bit of both actually.
Focus is the stat that directly influences the M in the HAM cost. Your mind pool is just that - the total sum of whats happening with the other control values e.g. regeneration and influence of HAM cost.
Techincally you should put as much into all 3 mind stats as you can.
I'm a Zabrak, so I have "naturally high" willpower. I also have pretty **edit**ty caps on secondary stats, as well as mind.
My stats look like this.
H: 700/400/400
A: 700/400/400
M: 1000/500/900
I've got powerboost, so when I'm fighting my HAM's are 1200/1200/1500. I almost always have musician buffs, and doctor buffs.
Techincally you want your focus and willpower as high as you can reasonably get them. Mind is nice to have a good bit of as well, but as long as you have enough focus and willpower, the ammount of mind you have doesn't matter quite as much, as you don't use much when you use specials, and that which you do use regens quickly.
