how much +Riflespeed can i have to reach my max? to reach my ... "cap"

Basically, at +95 you can fire any special with just about any rifle you can expect touse at the 1 second speed cap. At Master Rifleman, you get a +90. So +5 is the most you would expect to need for all practical purposes. Master Marksman would take you to +95, so you would not even need it at that.

+95 will not *quite* strafe2 at the cap with a 7spd T21, but +96 will:-)Get as much as you can up to +100 just understand that there are deminishing returns.
