if surpiseshot would work it had to be done from cover position PRONE PEOPLE PRONE! having a delay effect given to surpiseshot would give a reason for someone to go prone and Snipe.....and how many people do you see would go prone (takecover) to shoot in pvp, nothing overpowering to the shot if there will be a delay added

Actually, pistoleers DO have a 5x AOE shot, in the form of Fan Shot. They get it without mastering, too.

They also get weapons with about 1/3 our max, but with damage mitigation that doesn't matter, and any AP higher than 1 is pointless in PvP.
