One tissue - one power handler for an E11.
Basically, it came down to this: I could've made a Scatter. I could've made a Scout Blaster. I could've made a DLT20a. What it came down to is that the E11 is A), low HAM (relatively), B), very cool, C), i wanted it 
And everyone keeps saying Strafe Shot 2 - but i'm wondering about Flurry Shot 2 With a lucky shot, it should incap an entire group.

but strafe 2 is bugged right now and wont hit anyone who isn't aggro'd on you.
Most AE attacks are made to be like that infact i believe even flushing shot 2 is like that. The target must aggro you before it will take damage. Its deisgned that way intentionally.
My Gawd that is a beautiful weapon.
Is it sliced also? Because if not, imagine the damage then.
