can anyone tell me how terrain plays into the city enviornment? for instance if you build next to the side of a hill, how is the radius calculated? would it still be straight out from the city hall and all land on top of that area? or would it be actually going up the incline of the hill, therefore losing a lot of distance in the area of moving up the hill?

either way, any help asap would be great. thanks
