We are looking to place our city hall. One major problem is that we have a number of guild member houses standing that are not active accounts.
If these members houses are declared residences - will the vote automatically be registered to the new mayor? or will they be 'dead' zones in town?
Need to know this to place the City Hall. Thank you.

When a city hall was placed in the middle my player city today, the only declared resident was the mayor. The city management terminal stated Swamp Creek had one citizen. Although I had recieved e-mails saying a few of my structures were within Swamp Creek and subject to tax, I was not yet a declared resident. I had to go back into my house and use my structure management terminal to declare residence again. Once I did this, I was listed as a citizen.
So, to answer your question, although those houses you speak of will be taxed through the city, the owners will not be considered residents until they declare residency. So, the houses will not produce any votes at all.
