can you place a city hall and have it stand without having the required 5 residents for a outpost??

After one week, it'll destroy itself if there isn't the required population.

Actually you have 24hrs from the time placed to get the 5 citizens. I could be wrong, but I am 95% sure. Plud or Minus 5% due to the SOE factor.

That is correct, you need 5 citizens within 24 hours of placing the hall or it poofs.
