The only message we get now is "You cannot declare residence for 22 hours..." Only 4 of the members were able to get citizenship and one had to move his house. Nothing is working to at least get a 5th person. If anyone has any further suggestions, I beg you offer them. Because I am distraught without any more ideas.

When you declare residence, if you redeed you have a timer to redeclare somewhere, I don't see where the bug is?

I would say offer someone a house to enter your city. I believe this would be your best bet. Find a player that currently has no house at the moment and offer him a home and a friendship that meet with mutual benefit. i know some people would say I dont want someone I dont even know to live and in my perspective new city but, that is the only option I see at this time. Hopefully since you obviously have enough credits to start the outpost you should have enough credits or resources to buy/make a small house. Who knows, maybe that person will even contribute to your dream.

Right. Bribe someone (generally with a house) to join your city. A small house costs 7-12k depending on your local market. A small price to pay for a city. Presto - additional residents.

This is no bug, but do like the people here suggest.. ask another friend to help you with a small house of his own. Should be plenty of space for mouse houses inside the 150m radius unless you've built on some terrible terrain on Rori or something..
