I read through the online city manual section but one thing still isnt clear to me.
It is possible that someone could place a city hall within the correct distance of my house and therefore 'force' me to become part of their player city?
The main reason I ask is that, although I could just not pay the citizen tax, there doesnt seem to be a way to get out of the property or sales tax (I'm a Merchant) without physically moving my house.

When not a citizen, you'll have to pay the property tax if your house is within the boudndaies anyway. I don't know for sales tax with a vendor in your house, though.

That is correct. While you have emminent domain over the land your house is on, if a city engulfs you within their radius then you are subject to the city's taxes. Just like real life. You are also entitled to be a citizen and vote in all elections and as a citizen you cannot be banned from city services.
As a merchant, it's also an opportunity for increased traffic. Over time there will be more people shopping in cities for the convenience factor than seeking out homes in the wild.
