It is posted on the Dev tracker in the thread about the caps being hit in minutes. If you click on that and scroll up a post or two you will see it.

In order to quiet the storm, I would suggest that this be officially announced somewhere that does not require digging for the information.

no no, vehicles will only be available for 7 people per server for the first month, that's just to ensure they get another $15 from 6,000 people who are desparately waiting for it...

but don't worry, they'll expand that number by 2 or 3 each month.

So stick in there! no no, really! in less than a year you can have all the things we promised to you, really!
