They use corellian, tatooine, and noobian deeds. Tat works on lok, tat, and dantooine.
I've seen people on my server selling City Hallls for 5-million-
But I've also seen people selling City Packages (City Hall, Bank, Cantina, Hospital, Cloning, etc) for 1.2 million.
I got quoted 350k fora City Hall yesterday, but its way outta my price range, guess i'll have to run a few more missiosn before i can get it. 
I said I wouldn't pay more then 250K... I spent 500K. There one time needs and with the cap on planets, I wouldn't be surprised to see them costing more.

I had mine preordered, but think I got a bargain, because of the fact I was so late getting it from my Architect (about 5pm PST) yesterday. And Didn't have the opportunity to get to my selected loc on Dant until 10pm last night! Did get it set up and going, so was probably one of the last to beat the Cap on Dantooine. Anyway I paid 600k for mine (Tatooine Style so that I could place it on Dant).

Pre-cap prices will vary dramtically from what you will need to spend now, which should be a lot less. For example, after I made/placed our city, I received a tell from another group whose architect was stuck at work. They had all the resources, and paid me 500k just to construct it. Actually, they didn't have all the reosurces;their architect mixed up one of the sub-components, but I whipped up a factory schematic real quick, and we got it placed in time.

I bought my Corellian CH from Daphne on the Radiant Server...350K! 
My Guild was banking on the patch going live Friday (stupid us!) and our architects were all unavailable when the servers went live...I still can't believe we made it under the Cap!
Again, many thanks to Daphne...she is an excellent Architect...very prompt and up-front with costs! She definately made my day!
