you should get a new ability /placebounty 
, BH would love this one it would have a few rules though
1. only 1 bounty per day (to prevent greif)
2. player must have been banned from your city
3. it would take investigation 4 to find these on the terminal
4. BH have to kill the target within 1 week of mission acceptance or the mission goes back on the terminal
5. the bounty has to be voted on (youd leave the name of the player in the ballot box, 10 votes and the mission is placed)
6.the pay for the mission comes out of the city treasury
