City hall base maintenance cost per week is 30,000 credits +... you're a little shy on the maintenance fund there. If you put in over the minimum amount it should auto repair the structure.

Right we have over 90k in the treasury, does the structure take from there in a weekly basis for maintenence? We did have 35k in the treasury. Is there a way the Mayor pays the upkeep, or is it from taxes or.... just dont know.

It takes the maintenance for all city buildings and services from the treasury after citizenship taxes are collected, once a week. Note that outposts no longer collect taxes, so if your mayor was counting on citizenship tax income to pay it would result in having not enough in the treasury at maintenance time.
The decay should be "undone" at the next city update, assuming there's enough money in the treasury to cover repairs and normal upkeep.
