Once a player is added to the admin list does he have to be added everyday to keep it? It seems i keep losing my admin rights.

From my experience, it seems that you are indeed correct. The admin list does get deleted.
My personal belief is that these admins lists were never intended to truly exist. Thus, they are not stored in the database at night.
This may seem like a bother, but I see it in a better light. It would have grief potential if it were stored at night, mostly due to the fact that the owner of the city hall can change without the owner's consent (through elections).
