Is there a way to see who's this is so I can contact him? Or is it just there till he moves it?

No way to see who's the owner.

Just up the taxes to 50% and he will get an email saying that his harvie is charged an extra 50%.

Remeber all that spam mail you get as mayor ... I hope you kept it .. because in every "Structure added" mail you get the type of structure and the owner ... so if you have only 1 harvester ... getting the name shouldn't be a problem
