I was passing through one of the player cities on Corellia on Ahazi and noticed a static NPC standing there... it got me thinking, since the world map apparently considers a player city a city now, are NPCs for the delivery missions spawning in the player cities?

If so, I feel sorry for the noob who draws a delivery mission to some shuttleport-less outpost up in the Corellian mountains

When I tried to get delivery missions from a static city to QAville on Test I wasn't successful, unfortunatly

There are already delivery missions to cities without a shuttleport (wayfar on Tatooine for instance) ... and NPCs do apear for delivery missions to static cities in the player city (the starting NPC) so it's doesn't appear that the devs couldn't let NPCs spawn in player cities ...

I would really like the apportunity to get delivery missions to our player city ... it might bring a lot more visitors.

I played very briefly with the regular delivery terminal and the artisan terminal last night after placing them. (well, duh, as trying them out BEFORE placing them would have been difficult....)

Anyway....

The starting NPC was often in the city, but I never saw a very low cost delivery or crafting mission that was completely contained in Galdor.

Now, there might very well be some limiter built in saying that the two NPCs must be a certain minimum distance from one another...once the city has a bigger diameter, perhaps we'll have completely internal missions. Although you may not think this is important, we did have someone checking out Galdor who had only been playing about 3 hours total (a real life friend of some of the residents). So, having services that cater to "lowbies" is probably a good idea.

Sometimes when im waiting at the dantooine argo or mining outpost for the shuttle I will do local delivery missions for 60-70 credits. So i doubt it is bases on the size of the city.
