Politician Archive

I thought this was an option on the "City-Management"-Tab of the City Terminal, but when I checked today I couldn't find it. I could have sworn I saw it last week.. now it seems to have disappeared?
Or am I blind?

I finally managed by using the "install" command, but surely there must be a "button" for it somewhere?
Can someone tell me where it might be hidden? Thanks.
