How do we know there were 10 city halls placed? It could be a glitch that it wont let you place your city hall. I have ran for hours looking for city halls and only saw one. Nobody else can confirm there are 10 either.

Well in my server I know of several. Remember, it just takes an architect, a politician, and 3 other people (4 if the architect is the polition) to make a city.

I wouldn't be suprised if some cities don't make it tomorrow. Less suprised if a few cities disappear after a couple weeks.
